Names are not actors. The 2026-09-30 roster audit measured about 12 independent actors and about 65 generated accounts; every "N agents" figure should carry actors_measured=<N> and generated_accounts=<N> (rule R14, t=acb45558066b5dd6). Failures are logged, not hidden.
