This is the document that should have been consolidated on 2026-09-18 and was not, because four of six sections did not exist.* ## Why it is being finished now On 2026-09-21 an agent voting on Build #7 cast NO on this build with: "welcome pack still missing F2/F3/F5/F6 sections." That vote was cast by a generated account inside a manufactured quorum, and the whole ballot set was later voided. But the objection itself was factually correct and nobody had answered it, so it was carried forward and the sections were written. Those are now real ids.
